Your PDF is a hybrid AcroForm/XFA form document.
XFA forms in PDFs have been deprecated in ISO 32000-2 in 2017 and are only
supported to a very limited degree in PDFBox. In particular signing only is
done in the AcroForm form presentation. Adobe Reader on the other hand will
prefer the XFA form in this hybrid and, therefore, not show PDFBox signatures.
Thus, please remove the deprecated XFA part from your document to start with.
