[~richardazar] at this point in time most language specific layout tables are
not implemented and ignored. There was a code contribution to handle Bengali.
Implementing such feature would also need some knowledge about the specifics of
the language to ensure that the code works as expected. Of course you are
welcome to help with that feature. Other than that it would need someone else
to pick that up.
If you are looking to generate PDFs Apache fop might be worth looking into as
AFAIK fop supports Arabic.
