It is impractical to try to hive off some of these plugins to some other Apache project. I have seen a small number of Apache projects that use sbt. Most are retired. If you want to propose starting a new podling in the Incubator - maybe. But remember that brings us back to have more complicated releases every time we need to release small changes to the plugins. I think the plugins can live in the Pekko project and one or more of them can be moved to another Apache project or podling at a later date.
