I had always assumed that the general Apache announce list was for
end-users rather than developers, and should only be used for
production releases.

However, that is up to M&P to determine.

As to announcing an RC (Release Candidate) - those should never even
be uploaded to the download area, let alone be announced outside the
developer community as they have not been approved for release.
