Sorry [~jamestaylor]. I cannot upload patches bigger than some size from my 
office n/w, so uploaded rar file that time. now uploaded patch file. In the 
patch handled above comments and below issue
--> When region start key is empty then there is a chance that view index id or 
 tenant id may greater than the region end key  then puts to index region will 
fail. To avoid this prefixing empty byte array of size region end key length. 
Then the row keys always be in the region key range.
