I know we don't reuse JVMs for HBase medium and large tests because some
classes have static initializers and static caches, TableName comes to mind.
Phoenix may have no choice because of this.
I wouldn't make this change today, because I'm not sure why I'm having issues
on this one dev box. Let me look into it.
