One more thought, [~gabriel.reid]: do you think it makes sense to switch to the 
Joda time parser/formatter instead 
(http://joda-time.sourceforge.net/apidocs/org/joda/time/format/DateTimeFormatterBuilder.html)?
 If they allow an optional time component (i.e. we could make HH:mm:ss.SSS 
optional and not need different parse strings), that would be more convenient. 
There's already an indirect dependency on Joda time, so we wouldn't be adding a 
new one.
