I agree that in HBase SplitTransaction should be made LimitedPrivate, but isn't
that orthogonal to this change? This patch is an improvement in that we don't
need IndexSplitTransaction anymore (for users of HBase 0.98.9+) and can
eventually remove that. That's about 1000 lines of copy/paste code we can dump.
