Thanks for reporting back on that [~noamb]. You're correct, I noticed that the
parsing that is done via CSV loading doesn't look at the configuration (in the
way that most other parts of Phoenix do use the parsing settings in the config
file). I'll log a jira ticket to resolve that. However, the patch as applied
here should indeed resolve the issue reported here.
