I removed the rollback in MetaDataClient, changed it to use nanoseconds while
setting the TX_SCN attribute and removed the DATE_TABLE_TRANSACTIONAL property.
I have attached a v3 patch with the changes.
realDriver is a PhoenixDriver while driver is a PhoenixTestDriver. I tried just
using a PhoenixDriver but some of the tests need a PhoenixTestDriver.
