Summary: Implement CRON job to start async index builds and
restart failed jobs

Since asynchronous index builds are long in nature, running potentially for an
entire day, we can have a CRON job which recognizes when a job needs to be
started. It may be the first time the job is started, or it may be a job that
failed and needs to be restarted.
