[~jamestaylor] See INFRA-15074 (should have been dealt with last week, but I
forgot to click the button for "Waiting on Infra" -- sorry). It looks like H16
runs "hot" and close to disk capacity. When it's (near) full, Maven can't
actually delete the target directory and we see the above failure (unable to
clean).
