Hadoop QA run shows {{PartialCommitIT}} failed, however it is passing locally, 
so it seems like a flapper. Similar case for {{SequenceIT}} as well, it failed 
when I was running all tests locally on my machine, however it passes when ran 
individually. 
Please review with the latest patch.
