The Phoenix test suite fails to run on Java 17, because we're hardcoding a lot
of VM/GC options, which are no longer even recognized by Java 17.
We should find a set of options that work with Java 8 to Java 17.
What makes this difficult is that the current options seem to be highly tuned
so that the tests actually fit the limited Apache Jenkins hosts' memory, and
simply removing all the tuning has resulted in many OOMs in the CI build in the
past.
