Summary: Reorder tests to run the longest running ones first

The full test suite spends quite a lot of time running a few very long (up to
15 minutes) tests at the end of the test runs.
I think we could shave off 10-15 minutes of a typical test run by starting
those tests first, so that less time is spent running only a few tests in
parallel.
I think that we could do this by setting runOrder=alphabetical, and moving the
long tests to a package like _org.apache.phoenix.0slowtest or
org.apache.phoenix.aslowtest._
