That said, if James would like to reserve the name Phoenix 3.x for something 
next generation, that works, although those more substantial changes could go 
into an Apache Phoenix 4.x.

The nearest JIRA equivalent to GitHub issue milestones is the 'Fix Version/s:' 
field. [~jamestaylor] I recommend defining version tags for this field like 
'3.0.0', '4.0.0', etc, after we have the base version for Apache Phoenix 
figured out, and then either when the GitHub issues come over by import or 
manually, start tagging them with the appropriate fix versions.
