Updated patch: PIG-4417.2.patch
- Added apache license to the ivysettings file.
- Added a file resolver to the ivysettings file.
- The ivysettings file will be scanned in PIG_CONF_DIR, PIG_HOME and Classpath. 
If the file is still not found or if it is corrupt then it will use the default 
ivysettings file.
