There's a component similar to ListButton: a Spinner, having two triggers 
up/down instead of one. Space triggers the button press action, cursor up/down 
selects through the items, and there's no way to focus the trigger buttons (it 
is not needed).

How about this:

1. ListButton:
  a) space: in split mode it's like button press, in normal mode it shows the 
popup (just like a mouse click)
  b) cursor up/down: cycles through items
  c) shift-space or shift-down: shows popup in any mode (TBD later)
2. MenuButton:
  a) space: in split mode it's like button press, in normal mode it shows the 
popup (just like a mouse click)
  b) cursor down: shows menu
