Is the z-order just based on the order of the list? I added an explicit
z-order attached property and reordered the list on layout, that was the
only way I could figure out how to explicitly specify it so there was no
doubt. Is there another mechanism or is it all about the children list
order?

Yes, the sliding menu is possible (and pretty easy to do). We do something
similar with Sheets.

Also keep in mind that all containers are "layered", so to speak. Each
container has an individual z-order that dictates the order in which
sub-components are painted. So you don't necessarily need a dedicated
container type to achieve what you describe.
