Yes, largely this is to be blamed on determinism with device level control. PLC's are built to be deterministic, even over networked connections. Determinism is next to impossible to maintain without considerable control overhead, in an asynchronous application. But in this case, to know the device is reporting not in real time, is not of importance since the role is data logging, and non mission critical.
