It is normal, that on the wire the numbers have an offset of one ... that's generally how the Modbus spec defines it ... Unfortunately I currently don't have the time to dig into this issue (if there is one), but I'll be happy to help you track it down, if you're willing to put in the effort. But I could also imagine, that this is one of the cases, where some PLC vendors don't implement the spec 100% correctly.
