Is there a reason we're not deploying "library-udf"?

Hi all,

while setting up Apache TsFile, I noticed, that we’re excluding “library-udf” 
from SNAPSHOT deployment on Jenkins. Is there a reason for this?

(Always to leave a comment in the code on stuff like that)
