Ok … I had a look and fixed this. It seems that this once worked in our setup, but I assume things changed in the maven-remote-resources-plugin and nobody noticed. Now we should be ok again.

I always thought they were only needed in the source bundles. Discussions with other apache members seems to show they also need to be in the binaries. We need to change that veggie the next release.
