Proposal: We move forward and drop support for Java 11. The new minimum version 
will be Java 21. This open the opportunity for 3rd parties to over commercial 
support offerings for ancient Java versions and relives us from the burden of 
struggling with that dusty stuff.

Currently we have more and more problems with random occurrence where we can't 
compile anymore, incoming dependencies which dropped 11 long ago and there is 
not really a reason for us to stay on old versions. The old plc4x releases 
still work with old versions and can still be supported.
