I'll take a look at #i25416#.


I have been looking at osxlocale.c patch of #i46963# and
I thought that #i46963# is complete.
This issue concerns adding `.UTF-8 ' string as a suffix of locale and
this is sufficient. since X recognizes these foms of locales only.

in #i44528#, if we add other languages other than 
en_US, de_DE, ja_JnP, fr_FR, we also write fixes as well.

#i46963# also handles locales correctly. only weird locale is ja.
ja should be ja_JP.UTF-8 in this context. and #i44528# doesn't handle this.

so:
#i46963# : generic solution for locale for Mac OS X 10.3 and later
and this also handles for weird return of ja locale.
#i44528# : partial solution for locale for  Mac OS X 10.3 and later
and no solution for ja.

Unfortunately, #i46963# is broken for full build (m118,9 etc) so I kept
silent for while...
