Can you please try changing the line 305 (if I'm not wrong) in
vcl/util/makefile.mk
(actual) :
SHL1STDLIBS += -Wl, -BStatic -lXinerama -Wl -Bdynamic
...in (after change ) :
SHL1STDLIBS += -lXinerama
And then do :
cd vcl
build
deliver
cd ..
dmake
This should be ok....

I think there is a patch for this. However, that is good idea to fix
this. It is only broken from what I understand for Tiger. I think that
I figured out a patch that will only change for Tiger. It is a couple
of lines for this makefile.
