Yes. It's hidden deep down in the download section of Apple.com or 
you can install it via your Panther/Install CDs/DVDs

Afaik yes. The problem with 2.0 release was that we weren't allowed 
to repack the finished dmg in order to include the readme by hand. 
For the next Mac OS X release the readme will be included during 
automatic packing process and everything should be fine.
