Thinking of the occasion when the user is in the corporate environment and does not have write access to this folder and the system administrator won't allow them to install new dictionaries here. Can you place the dictionaries in the user space ~/.openoffice.org2/share/dict/ooo/ and OpenOffice will still pick up the dictionaries.
I know a lot of application under Mac OS X work under this principle.
