Its my impression that Garth was talking about the initial save of a document and the file choices presented therein, not in subsequent saves, suchas would be the >>Save As option. The first time a document is saved it should be presented with the same number of choices as with the save as option. It shouldnt be like photoshop fopr example where if you hit >>save it will only let you save in .psd format and you have to use the >>save a copy to get .jpg or .tif or whathaveyou.

Question. Is the original poster talking about using the "File-->Save..."
option or the "File-->save As..." option?

"File-->Save" (for the initial save of a new document) only presented a
restricted number of options in 1.1.3, IIRC. However it does not appear to
occur in 1.1.4 (on linux at least. I'll check on Win 98SE....). Nope, behaves
as expected on 98SE as well...

Perhaps an idiosyncrasy of the original poster's setup?
