It absolutely on topic, as TCM is not only used Sun internal, it's used by
several native lang communities as well ;-)

Depending on your TCM role, you are able to localize your test cases. You
may have a look at

As said above, you can translate / modify the cases for your language. If
you find cases, that should improved in genaral, you may send feedback to
this list (or to [email protected]).

I'd rather uses the mailing lists for comments about test cases. 
But if you mean comments about tests, that have been done - they are visible
within TCM, but not that easy to access. But .. for failed tests we should
file Issues anyway and comment on that.
