for a draft of the process, you might have a look at:

Current status of issue 45593 means, that it is important for end users
(accepted by votes). It's assigned to requirements, as this is a metauser
just to collect RFE's, evaluate them and draft a specification.

The sad thing about RFE's is, that the process had been started about a year
ago but slowed down due to several reasons.
