There is no automation available at the moment. People need to be registered manually (each Manager has the rights to do so). I don't think, we should add users automatic (as this would give a lot of accounts in TCM that are not really usefull). Many informations within TCM are available even without a login (e.g. URL's to test reports or to a failed test case could be provided).
