QA should not ignore issues with lower prio just because there are fewer
issues with higher priority.
By priotirizing the ones with high prio, you basically doom the others
to rot.

It seems you completely misunderstood my point. See above.

And I say: QA should not do that. Every issue filed should be of the
same importance for QA.
If the issue is important, others will stumble upon it anyway and it
will be handled sooner or later. With low-prios issue this is not the
case, they will just sit there waiting for confirmation for months.
This is a bad thing.

If people don't get to set the prio on fake issues themselves (i.e.
don't offer that in the bug-form), you won't have that problem. QA
should set a higher prio if necessary.
Given your statements, I don't understand why you're advocating to add a
priotiry-control to the bug-form.
