If it is for a "poll", then I'd use vi, if it if for the request to have
it changed, along with the requested formats, then use l10n

But please check

first and see whether CLDR has correct data or not.

Yes, this doesn't really matter. Don't file issues concerning the
product itself to vi component, only those that are dealt with inside
your project.

specific to your project: vi. But when you ask "cc whom", then you're
probably not meaning something related to your project, but to the
localization. In that case, use l10n.
