How to authorize a build for release?
The NLC project lead or the QA lead of that NLC approves the distribution of the release candidate build that has been decided to be _the "release build" for that release. (eg. For 2.1 it was 2.1.0rc2). The QA approval should be included into the list on www.qatrack.org/ooo. For the approval there should be an issue like http://www.openoffice.org/issues/show_bug.cgi?id=72839
or http://www.openoffice.org/issues/show_bug.cgi?id=72525 to trigger the upload.
To avoid people missing the information we do have, I suggest we point all new people to at least one key page, like the l10n localization page in the wiki. Then they have a usable reference, which connects with the other pages. I know I would have found that sort of reference very useful, during this release.
...and for such pages the QA pages and l10n QA pages should be linked to each other to avoid misunderstanding.
