having worked for some years as voluntary member of the qa project,
including one year as QA project lead, I can say, that I just stated a fact:
As long as you have no developer at hand, you should not set a target.
Maybe this implies, that the búg fixing process at OOo does not work ..
but it the current process. This is mainly caused by the fact, that
volunteers cannot assign work to a developer. We have no control over
other people's (or companies) ressources.
There are only certain cases, where a target should be set .. these are
showstoppers for the next build.
