Yes, anyone has SQE or MGR roles can change any comment/text, except
test case.
We only make test case can be l10ned, not other part or TCM :-(
Since scenario is the container of test cases, you can create multiple
scenario with same set of test case and different comment, but update
one scenario will not affect other same set of scenario. Another
solution is to put multiple sectiones in the comment, one section for
each language, like multi-lingual user manual ;-)
40 sections per comment does not look good.
One scenario for each language would be hard to maintain, but it looks
like it's the better option right now, since this part can't be localized.
Well... it's except if all of your contributors fell fine with using it
in English.
Would be too hard to provide a TCM version which could have scenarios
(and interface) localizable?
