Hi,
I agree to most of your points but one ...

For the second group there must not be an automatic translation
process by copying the strings from the OOo resources. They would
then still be equal in OOo and the test script but a change will not
be noticed. So these will be excluded from this process.
I would agree here, if translated strings (e.g. filter names) would be
covered by a specification. But actually they are not (but maybe I am
missing something). Without a spec, the "correct" string is the string
that has been provided by the translator. Not because it is correct by
definition but because it is the only source available.
Yes you are right, there is no spec for the translations. But
nevertheless there are some strings which should be checked to make sure
they did not change for whatever reason. Be it retranslation or some bug
in the code which selects the wrong string or whatever.
But if I understood Jogi right these tests should be done in an extra
testcase.
