TCM has been set up on the virtuallab by Sun/Globalization because l10n
testing is key to guarantee the quality of the products. This is also
the reason why last year we updated the TCM to a newer version which
enables different test scenarios for different needs and based on
different resource availability.
Naoyuki - from the Sun/Globalization team - has announced TCM testing
because it is fundamental to perform to release a product. If new
functions need to be tested to make TCM l10n testing successful, then
new TCM scenarios can be created to test new features. For example a
scenario called 2.3_new_features. This project is open source. We have
something like 60 language versions. The N-L/l10n Community are in the
better position to decide what to test to make sure we release quality
products.

TCM is not to be used any more since the tests on them are not the good
one too. I don't know why so many people have waste their time on it. I
don't either know what will be the purpose of QA track for the future
releases.
I think that some communication [again] with the NLC about it would have
been fair and a clear process on how the 2.3 (other than EN) will be
released is welcome.
