at the moment the test documents should be attached to the issues where the test case specification is based on. This link should be used in test case specifications to get the document without looking at the issue.
I agree that this is not the best solution. Better solutions are welcome. From my point of view it should be possible to do testing without CVS access but maybe that is only my opinion...
