Yes.
Until now, always the testtool, that was inside the OOo
installation was used, because there simply not exists a better
solution.
Now this reference exists and should be used for 2.4 and on, like
3.x.

Maybe it is because the file name of the PPC version doesn't include
PowerPC?

Yes, you are correct, it should follow the format for file names.
VCLTestTool_MacOSXIntel_app.zip
for the Intel version and
VCLTestTool_MacOSXPowerPC_app.zip
for the PowerPC one.
It is very confusing to look for the MacOSX version when the Operating
System is not in the name.
