So we should seggest users use the new version, because common issues won't be 
fixed by OOo comunity.

There is a OOo2.2.1 user complain that a bug havn't been fixed for a long time. 
I'll suggest him use the new version. (I've tested, the new version is fixed.)

If you ask if this service is provided by us (the OOo Comunity) - no, we
do not fix older versions (maybe for critical security issues)
But this does not mean that such a service does not exist. Some Linux
distributions actually do that. And anybody is free to do the same: take
the (old) sources identify the bug, apply a patch and build a patched
version. Anybody can ship this to a customer - but should make clear
that this is not an "oriiginal" OpenOffice.org build. And You need to
deliver the full sources to your customer .

Already answered by Cor: 2.3.1 is suppoest to be replaced by 2.4 (2.3.1
is EOL).
