We could defnie Build Providers to be responsible for this :) This was the initial idea, but did notwork very well.

Actually, people with ADM and BPR Role can add builds to QATrack.
QA Leads can add builds for their registered languages to QATrack. So - if a native lanteam has a build for testing and want it to be released (using the QATack process) this will be possible.

I'm not sure at all,
but non-Hamburg builds won't put master site as "released"
(Linux/Win/Solaris).
No - you can "release" any build (no matter if Hamburg or non-Hamburg), as long as it passes qa and gets approved by (one of) the native lang QA menber.
