In the Dutch language group we consider the mixed use of capital first letter(s) only first word / all words as a mistake. We did what we considered best for our situation: only the first word has a capital.

Badral, Cor is quite right. This mixed use of initial capital letters is an inconsistency of style within the OpenOffice.org English version. You need to decide on your own style, and choose what fits your language best.
