The best way to start seems to be collecting time zone informations from
the people interested to join.

Instant messaging is always a major problem, when people from different
countries join. I guess almost nobody knows QQ outside of China. IRC is
indeed preferable because it's the simplest technology and available in
every country. I use ChatZilla which is a plugin for Mozilla. In case
you want to use a client, that supports IRC as well as QQ and MSN you
should consider using pidgin <http://pidgin.im>. Pidgin is included in
almost every Linux distribution and there's also a version for windows
available.
