What is the role you assigned him? Sometime, I don't know why you need to assign the SQA role too. Usually I set SQE and SQA role to be sure that the user shows up in the list.

and I see the list of systems and a blank field next to each one, but there is no drop-down list of available users. There is no input mechanism at all. There is not even the Update button. And yes, I am logged in.

What am I doing wrong? :S

Stange that you do not see the update button. Apart from the role, I'm afraid I can't help you more. May be some one else.
