The thing is, it is NOT easy to do it (user friendly).
For example, try to add the picture like this:
<PIC>Hello<PIC>World<PIC>
If I anchor as character it will appear at a different screen position and I
will need to cut the image and paste it manually at the position I want.
Isn't there a way of improving this in a future release of OpenOffice?

try to anchor your pictures "as character".
This should give you the desired result.
