I think the naming is misleading, at least in German.

In the properties of the picture it is named in German:

Vertikal   Oben        um   0,00cm    zu   Grundlinie
           Unten                           Zeichen
           Mitte                           Zeile
           von Unten

In the context menu it is named in German:

Basis oben    should be IMO   Oberhalb der Grundlinie
              or              Über Grundlinie
Basis mitte   should be IMO   Mittig zur Grunlienie
Basis unten   should be IMO   Unterhalb der Grundlienie
              or              Unter Grundlienie

Same things should named the same.

IMO, these two effects may be opposite.
The naming of the context menu is IMO ambiguous. If you double click the
picture (BTW, why has the context menu no property entry?) and go to
"Type" (Typ in German) you see the reason why. There is described the
position (top, bottom, middle, from bottom) of the picture with an
offset in reference to Base(line), Char or Line (or Row?). In the
context menu only 3 (of 4) positions of the picture referd to the base
are listed with a contrary naming.
