I hope I will bring some light in this issue:

The compatibility option "Use OOo 1.0/1.1 line spacing" has been introduced and specified for proprotional line spacing. Please have a look at OOo specification "Adjustment of the formatting of text lines with proportional line spacing" - http://specs.openoffice.org/writer/compatibility/text_lines_and_prop_line_spacing.sxw

Thus, it is a defect in Writer that this compatibility option influences the leading line spacing and the resulting space between paragraphs. Looking into my implementation of the above mentioned specification I figured out that the line spacing (proportional or leading) of the previous paragraph is added up to the leading line spacing of the following paragraph (in case compatibility option "Use OOo 1.0/1.1 line spacing" is not set) instead of taking the maximum of both values. This defect causes the inconsistency between Writer and Impress regarding leading line spacing.

Thus, I already have the fix for this issue, which should be integrated into OOo 3.2.
Does exist a corresponding issue in IssueZilla?
If yes, please assign it to me.
If not, I will submit one.
