No, it is not "reasonable".

A multi-selection including notes is prevented on purpose.
This is the same as in MS Excel.

If you group notes and schrink/enlarge them, they would lose their
connection to "their" cell.

If you insert a "callout" into a calc document, group it with i.e. a
rectangle and then toy with the size of the group selection rectangle,
you can see the effect.

Internally, Notes are also " a special type of callouts". So to have
something you can select, group and squeeze, use callouts instead.
